Bullying can be very insidious and psychological. Leaving people out, ostracising, outcasting and bullying over other factors. The 2 year old having a tantrum in supermarket isn't so much bullying, as it isn't intentional behaviour, as they are two young to know what they are doing isn't right. It's the parents who always give into the tantrums that are to blame. The child doesn't have control but parents should, and stop that behaviour. I tend more to walk away (leave) situations that are toxic and bullying, rather than stick them out, if I can't avoid the bullying. Many stick situations out of fear or necessity.
