Thanks James for reading. It certainly happens with publications and another one will accept it no problem. Sometimes however other writers can leave unconstructive writing advice in an unhelpful manner. Mostly this hasn't happened but it happened a couple of times and one particular instance was very overly uncritical and I felt it was unwarranted. The extent that this person was critical of my writing made me wonder why they bothered reading it at all. Thanks so much for reading and your response.
